  1. Planned capacity represents an ideal, theoretical maximum value, based on satellite link transmission bandwidth and daily visibility of satellites.  Actual throughput achieved should be de-rated from values presented to allow for IP network protocol delays, network overhead, satellite signal fades, and other inefficiencies.  An empirical de-rating factor on the order of 0.85 should be applied to estimate actual throughput.
